Could This be Naughty Dog's PS4 Game?

In a developer diary for The Last of Us, Naughty Dog might have given us a peek at what they’re working on for the PS4. An IGN Podcast Beyond listener found some interesting stills in the "Wasteland Beautiful" video released last month. Around the 2:42 mark, you can see two character models wearing some sort of clothing you wouldn’t expect to see in The Last of Us. In fact, they’re quite reminiscent of pirates. You can see IGN’s clearer image of the shot below. So, could this be a peek into the next generation of Naughty Dog, or is this simply some character skins for The Last of Us? What do YOU think this is?

Having followed the next-generation consoles situation closely over the past few months, I can safely say that it's been one of the most interesting pre-launch campaigns from both companies that I've ever seen.
